Apple does not immediately delete inactive
apple id accounts, but they may disable or remove them after prolonged inactivity. If an Apple ID remains unused for years, Apple may deactivate it for security reasons. Additionally, if an Apple ID is associated with unpaid subscriptions or purchases, Apple may keep it active.
